BIOGRAPHY
Sheriff Tim Troyer is a twenty-seven year veteran to the law enforcement profession. He has held every rank and position in the Steuben County Sheriff’s Office including Sheriff, Chief Deputy, Lieutenant of Operations, Detective Sergeant, Special Operations Commander, and Jail Administrator. These responsibilities have included management and leadership of the patrol deputies, detectives, SWAT Team, narcotics investigations and confinement division in Steuben County. Tim is a graduate of the F.B.I. National Academy, the Indiana Law Enforcement Academy, the Ft. Wayne Police Academy and National Sheriff’s Institute. During Tim’s initial administrative tour, he was instrumental in bringing the Amber Alert and Sexual Offender registry programs to the citizens of Steuben County. During Tim’s operational career, he created the Special Response Tactical Team (SWAT) and supervised the department’s firearms training. Tim has also spent over 12 years in drug and narcotics law enforcement working with the I.M.A.G.E. (Indiana Multi Agency Group Enforcement) Drug Task Force. Tim has used these valuable experiences to educate our community, schools, parents and youth on the dangers of drugs.
In 2010 Tim was elected Sheriff of Steuben County taking Office January 2011. In Sheriff Troyer’s first year in office he modernized the Sheriff’s Office bringing the use of social media, Nixle text and email alerts and a newly designed web site to the citizens in an effort to keep them better informed. Sheriff Troyer also launched the use of the V.I.N.E. (Victim Information Notification Everyday) a victim notification alert system that helps victims stay informed on suspects and convicted criminals incarcerated in the Steuben County Jail. Sheriff Troyer launched an aggressive proactive stance on registered sex offenders in Steuben County that started with an ordinance requiring offenders to pay fees that help manage the system. Sheriff Troyer assigned Detectives with special training to the task, bringing Steuben County to 100 percent compliance with convicted Sex Offenders and Violent Predators registry laws. Sheriff Troyer is also a graduate of the National Center for Missing and Exploited Children executive response training and has started the Child Abduction Response Team or C.A.R.T. that is made up of five Sheriff’s Deputies and others from various agencies throughout Steuben County.
In 2012 Sheriff Troyer restructured the marine patrol division and the use of L.A.R.E. grant funds for lake patrols. Eight (8) full time deputies were inserted into the program along with the already established volunteer staff. The priority was placed on high visibility and education of boaters. As a result, Steuben County lakes had no major boating accidents or drowning. Sheriff Troyer also graduated from the National Sheriff’s Institute in Aurora Colorado in September. A program that is fully funded by the National Sheriff’s Association that provides cutting edge leadership and management training for Sheriff’s around the country.
In 2013 Sheriff Troyer launched an aggressive stance on drug offenders by partnering with the Federal Drug Enforcement Agency. This partnership has brought cutting edge resources from the state and federal levels to the citizens of Steuben County in the enforcement of illegal drugs and the shutting down of organizations and store fronts that sell K2 or spice and/or traffic in heroin, cocaine, methamphetamine and marijuana. To date seizures have well exceeded the million dollar mark.
Sheriff Troyer partnered with the Indiana Department of natural Resources Enforcement Division. This partnership was an information and resource sharing project in joint cooperation with DNR command in an effort to better serve the citizens of Steuben County. Citizens can now call locally and talk direct and have a local assigned conservation officer respond to their call for service. In partnering locally, we have also been very successful in solving more crimes or resolving dangerous incidents on and around our lakes. A joint effort with the use of an increased LARE Funding again allowed Steuben County in 2013 to have no major boating accidents or drowning during the busy summer season.
Sheriff Troyer also received training from the NRA on training and educating honest law abiding citizens on the safe use of handguns. Sheriff Troyer conducted training classes for Basic Pistol, First Steps, in home protection and out of home protection to over 50 students that successfully received certificates for the programs in the fall. Sheriff Troyer plans to continue these important programs in the future.
Sheriff Troyer nominated and sent a Detective from the Sheriff’s Office to attend the F.B.I. National Academy in Quantico Virginia. The F.B.I. National Academy is the premier law enforcement leadership, management and investigative school in the world and it is fully funded by the federal government. The Sheriff’s Office now has two F.B.I. National Academy graduates on staff to better serve the citizens of Steuben County.
Sheriff Troyer has served on the Legislative Committee for the Indiana Sheriff’s Association since taking Office in 2011 and continues to do so. Sheriff Troyer is in regular contact with Senators, Representatives, US Congressman and US senators regarding matters that is important to Steuben County safety.
In July 2013 Indiana Sheriff’s nominated and elected Sheriff Troyer to the position of Treasurer of the Indiana Sheriff’s Association for 2014.
